Methods for Utilizing
Contract Vehicles
1. THI is a certified 8(a)
Being an 8(a) company means that we can be sole-sourced
up to $3M per contract, without competition.
This method requires that the contracting officer
submit a written request to the Small Business
Administration (SBA) for approval and validation
of the 8(a) company selected. The SBA response
letter will generally be processed within a
week; concurrently THI will begin staffing efforts
to ensure a timely placement of qualified candidates.
2. Commodity Council (AF) - IMAP
(Army)
Service-competitive bid contracts allows the
Service (and other service branches) to
contract for medical staffing. There are
eight contractors on this vehicle, which is
an IDIQ contract. Any new task order (TO)
from this contract vehicle is presented for
all vendors to bid on.
3. GSA IT, GSA VA (FSS), GSA MOBIS
These vehicles are managed by the Government
Services Administration (GSA). The IT is managed
by GSA, the GSA VA by the Veteran’s Administration
and GSA MOBIS by GSA. The schedules are similar
to a catalog where a government client can order
by item without competing any requirement.
4. FedSource
This vehicle is an IDIQ contract. It works like
the GSA schedules where the government can order
without a competitive bid and sole-sourced to
THI because we are an 8(a) firm. On this contract
vehicle, THI is subcontractor to Amer Technologies,
Inc.
Although the
government may award a contract to any one vendor,
in many cases they are competitively bid within
that vehicle (e.g., 8(a), GSA, FedSource, etc.).
When they are competitively bid within the vehicle,
there is no dollar threshold. Otherwise, the
8(a) threshold is $3M for the total value of
the contract, including option years.
