THI is led by Ted Terrazas; under his leadership, our management staff leverages the full expertise of our corporate resources to support all aspects of contract requirements. Ted Terrazas is a retired Medical Service Corps officer, who has invested his military and business career working to make healthcare and technology delivery systems more responsive.

Roxanne Jemeyson is THI’s Vice President of IT & Engineering. A graduate of the University of the Incarnate Word, Jemeyson has a strong background in IT/IS support, risk management and QA. During her career, she has worked extensively with civilian and military clients under a Top Secret security clearance. Jemeyson is a board member of the Project Management Institute (PMI), Chairman of the North San Antonio Chamber of Commerce’s IT Committee, and Publicity Chairman for the Armed Forces Communications and Electronics Association (AFCEA).

Beverly Power brings to THI an extensive background in professional consulting and Careers. Before joining the company, she was Director of HR, then Vice President of Operations, at The Healing Staff, and Director of Careers for ADTECH Systems, Inc.
- Bruce Hoppes, Proposal Development Manager

Bruce Hoppes is the Proposal Development Manager for THI. In this capacity, Mr. Hoppes develops and manages all aspects of proposal development for the company. Mr. Hoppes arrived at THI in 2007 after retiring from the United States Air Force with 30 years of professional experience in all phases of aircraft maintenance and logistical support. He possesses 15+ years in workforce management ranging from 80 to 300 military, civil service, and contractor personnel. As an aircraft manger for Air Education and Training Command, Mr. Hoppes managed logistics support issues affecting aircraft and related support equipment valued in excess of $8 B. He developed programs and strategies with system program directors to improve aircraft maintainability, reliability, and supportability through hardware modifications and technical data improvements. Mr. Hoppes has also consulted for L-3 Communications Vertex Division as a Subject Matter Expert and technical writer. Mr. Hoppes possesses a Bachelors Degree in Management of Technical Operations from Embry Riddle Aeronautical University, Daytona Beach, Florida.

Paul Ramirez is the Recruiter Manager for THI. Mr. Ramirez brings a wide range of human resources knowledge and an extensive background in professional recruiting to THI. He is a retired U.S. Air Force veteran who honed his skills recruiting skills while working at Arizona State University in U.S. Air Force ROTC Detachment. His past recruiting experience also includes working for the insurance company USAA and Sirius Computer Solutions.
- Sandra A. Warthen, Contracts and Pricing Manager

Sandra A. Warthen is THI’s Manager of Contracts and Pricing. She
has more than 26 years of experience in government contract administration and
managing proposal development. Her extensive career working with Department of
Defense agencies includes assisting with development of overhead rate
structures and human resource processes, recruiting, purchasing, security,
support for IT and business development, and sales. Warthen has been a member
of the National Contract Management Association for more than 20 years, and
holds a Top Secret clearance with current SSBI. She has a B.A. in Management
from National Louis University and a Certificate in Procurement and Contracting
from the University of Virginia.
